
Shelby founded The Woods Brothers Agency in 1967. Joined by his brother, Wayne, the agency quickly developed a reputation for expertise in promotion of the travel and tourism industry. Shelby served as president until The Woods Brothers Agency merged with Cranford Johnson Robinson Associates in 1990.
In 1990, Shelby and Wayne Woods were named "Advertising Men of the Year" by the Arkansas Advertising Federation for their outstanding contributions to the advertising industry through creative excellence and promotion. Shelby was named "Tourism Person of the Year" by his peers.
Shelby is a former chairman of the Little Rock Regional Chamber of Commerce. He has served on numerous tourism-related task forces and committees, both local and statewide. He is a charter member of the board of the Arkansas Tourism Development Foundation and serves on the executive committee as treasurer.
Shelby was raised in Dumas, Arkansas, and earned a degree in marketing from the University of Arkansas. He spends his free time touring Arkansas and the U.S. on his Harley-Davidsons with his wife, Dianne.
